Wilton Manors City Manager Joseph L. Gallegoshas completed the investigation into emails sent by Police Chief Richard Perez. During the16-week period of April 20, 2010 through August 11, 2010, it was found that certain emails sent by the Police Chief during the course of operations contained inappropriate content.
The emails in question were determined to be in violation of City conduct standards and
policies contained in the City’s Personnel Rules and Regulations Section 12-15 Use of
the City’s Computer and Other Electronic Systems; and the Police Department Policy
112.1 Computer Systems and Electronic Communications.
Due to the derogatory, culturally insensitive and racially charged content of the emails,
the City Manager has imposed the maximum for Group III offenses, outside of
immediate separation, and will suspend the Chief of Police for 30 days without pay,
starting on Monday, September 20. During that time, the Chief will be required to
undergo racial and cultural sensitivity training and complete an effective management
development course identified by the City’s Human Resources Director. Any failure to
complete the recommended regimen will be cause for immediate separation.
Today, the City Manager and City Attorney, in accordance with City procedures,
conducted a pre-determination hearing with Chief Perez, prior to administration of
discipline or separation. During the hearing, Chief Perez apologized for his conduct,
admitted that he had “no excuses” for his actions, and if given an opportunity would
never repeat the violations and would work diligently to re-build the community’s trust.
“Law enforcement officers, by virtue of their responsibility to the community, must be
held to high standards of conduct and professionalism,” said Gallegos. “The City of
Wilton Manors expects its Chief of Police to continually earn the respect of the
community and the police department as a leader, mentor, disciplinarian and standard
bearer of exemplary values.”
